Is it better to...

When writing something, particularly something involving lots of rules like say.. the whole Unholy Wars thing, is it better to finish one chapter entirely before moving on to the next one (like say building a wall one yard at a time) or to build it up across the board gradually (building that same wall one layer at a time across the entire length of the wall)?
I find the first method gives more of a sense of accomplishment but the second makes for something more coherent at the end of it.

I usually write one chapter at a time, while putting in references to future stuff (see page XX). Then, I make sure I catch all the references when writing the connecting material.

I'd say it's better to build the foundations of all of it, and then finish one chapter entirely at a time, once you're happy with the layout. Probably differs a huge amount from person to person though.
